A MAN has been held swinging his dog by a control out of his apartment’s second building window since he didn’t wish to go outward in a rain.
Tyler Smith, 23, from Greenville, South Carolina was cited for violating animal caring laws by police, after a passerby speckled him swinging a dog out a window.
The lady photographed a unfortunate scene, with posting a picture of tge dog swinging by a neck from a second level window to Facebook, US ABC News reports.
Police pronounced they “inundated” with calls stating a incident. Animal control offers were sent to a unit formidable and spoke to Smith, citing him for violating animal caring rules.
Greenville military officer Johnathan Bragg pronounced Smith dangled a dog out of a window since he didn’t wish to go outward in a rain.
